“The traffic situation in Shenzhen has gotten a lot better in the last two weeks, since the police starting hitting violators with stricter and heavier fines,” a bus driver recruited as a monitor to help police watch over the roads and identify traffic scofflaws said. Recruiting driving citizens to help enforce traffic laws is one of several new measures police have recently taken to relieve congestion. The first group of traffic safety monitors was selected from the ranks of lawmakers, political advisers, lawyers, drivers and volunteers, according to police.
