Urban development can make great strides by incorporating new policies with  technology applications that can focus on making people's lives more convenient and cities more liveable. Shenzhen continues too career ahead in implementing some new practices in this aspect.

Shenzhen's New Policy Guidance for Local Rental Market

The Shenzhen government has recently issued new policy guidance for the local rental market. According to the "opinions on regulating housing rental market to stabilize housing rental prices (Draft)" issued for public comment, 6 policies and measures are proposed at this stage. Policies such as increasing the supply of rental housing and standardising the market behaviour of housing rental are under the spotlight. This draft particularly proposed so-called government guidance price and suggested use of government lease platform.

There are certain benefits that individual companies can enjoy in utilising government lease platform and suggested prices, in details:
1. If the rent is not higher than the rent guidance price, the housing rental companies can rent the housing to individuals, and the rate of VAT levy can be reduced appropriately.
​2. Individuals who sign a contract on the Government lease platform and the rent is not higher than the guidance price, the comprehensive tax collection rate is 0% before the end of 2023.
3. Companies who rent properties to housing rental companies can enjoy a property tax cut to 4 percent.
​4. All the benefit policies will be implemented from September 30th this year and individuals and companies who do not sign on the Government lease platform by the time will be taxed according to the rules.

The government lease platform was firstly initiated in December, 2017 and currently according to the source from Shenzhen Municipal Bureau of Housing and Construction, there are more than 202 thousand units listed in this platform. This platform is able to provide all range of services, providing from housing rental transaction service to household registration, housing subsidies and so on.
​Additionally, this draft has also proposed a recording system for the entities of housing rental industry,implementing information collection, registration and filling system of the leasing contract.

City's First Smart Road Opens in Shenzhen 

Equipped with the new technological applications in AI (artificial intelligence), big data and IoT (internet of things), Shenzhen's first smart road of Qiaoxiang Road has formally opened to the public this month.
After one year of construction, the 6.8 km Qiaoxiang Road now can provide all range of smart services while it has a similar appearance to ordinary roads. According to the report, the road has equipped all multi-functional lamp posts with LCD screens, sensors, cameras, data networks and other digital facilities.

​The installed LCD screens for example, are able to display the information of buses, real-time traffic flows, community maps, transport facilities, and emergencies. Sensors and CCTV cameras are expected to monitor air quality, vehicles, walking people, road facilities. The space and interface for 5G micro-stations are also reserved on the lamp posts while free Wi-Fi services are available already. The newly installed multi-functional lamp posts are able to reduce the number of traffic signs and traffic camera poles on the road by 32%.
Smart technologies have also been implemented into other aspects in addition to the lampposts. The cameras installed at 12 intersections along the road have been programmed for capturing violations such as failing to give way to pedestrians on crossings or failing to fasten seat belts.  Meanwhile based on the real-time pedestrian and vehicle flows, signals of the traffic lights can be automatically adjusted that minimise the waiting time. 
​​​The monitoring system of the road could also help to monitor the overall condition of the road facilities, information of manhole covers, weight and speed of vehicles is expected to the mentoring centre that facilitates decision makings.

Shenzhen Metro and Tencent Promote Smart Commuting

Shenzhen Metro Group and Tencent are now dedicated to implementing deeper collaboration in smart commuting, according to a recently released strategic agreement. 
​As for the technologies, the two sides intend to develop more potentials in mobile payment, big data, IoT (internet of things), and the applications such as in-station navigation, facial recognition, senseless (ticketless) riding, smart inspection and maintenance are already in the development stage.

​According to Shenzhen Metro Company, passengers in the future may be able to:
​
1. Have the real-time information of metro operation, congestion, and planned routes. 
2. Have information about stations, shopping and entertainment venues along the way.
3. Obtain the life service information of the surrounding business area after leaving the stations, and get the route guidance.
