Heilongjiang Province
Local government of Heilongjiang Province has launched a new regulation which stipulates that cycleways should be added when building a new road or dualing a main road.

Those city construction projects which don’t have the bicycle transport system will not be approved. The improvement of the pedestrian and bicycle transportation system will be considered as a prerequisite of applying for awards like “National Garden City” and “China Habitat Environment Prize”.


Background: 

Ministry of Housing and Urban-Rural Development launches a guideline for Urban Pedestrian and Bicycle Transportation System Planning, urging the local governments to work out a local law which aimed at improving the pedestrian and bicycle transportation system and facilitating the change of the city transportation and living environment.
