 Bikes in Jinhui Community  Changsha, Hunan Province | Jinhui community in Changsha launched 30 free bicycles for the community residents in last October; however, the renting times are less than 100 in the last eight months. The local residents can borrow the bicycles for free with their own ID cards. The first 3 hours are free while starting from the forth hour, the fare is 2 yuan per hour. Originally, the community bought these bicycles for the local residents for the sake of convenience. As the bicycle renting rate is low, the community’s plan of installing another 500 public bicycles is stranded. Some local residents said:” The bicycles are being exposed under the sun and rain. Nobody rides the bicycles and nobody is maintaining them. What a waste!” But, many residents are reluctant to rent the bicycles. “I dare not to ride a bicycle because it is too dangerous to ride on the roads which are always occupied by the vehicles.” said one the residents. Some residents said:”My husband and I once rented the bicycles. But one bicycle was not comfortable to ride and the other one’s tire was flat.” The director of the community said the maintenance is lagging behind as they lack of money.
