Shenzhen traffic authority proposed a fine of 1,000 yuan (US$164) for drivers who drive slowly on purpose and block traffic as a result.
The penalty proposal has been questioned by many residents who say that it will be difficult to enforce.
Traffic police officers said the fine was proposed because they have received many complaints about slow driving in recent years. Officers said some drivers even stop their cars in the middle of the road because they have poor driving skills, fail to recognize road signs in a timely manner, or are being distracted by cellphones.
The traffic police also proposed a 1,000-yuan fine on drivers who chase other vehicles, swerve when another vehicle comes near, or slam on the brake after overtaking another vehicle.
Violators Made to Stare at Eye-Damaging Headlights
Those who shine their high beam headlights illegally in the city will be required to stare at the light for several seconds in addition to paying a 300 yuan (US$49) fine and having one penalty point added to their driver’s license.
