In response to national government's environmental mitigation initiatives, cities are starting to intensify regulatory standards on VOCs emission.

As statistics show, with the accelerated urbanization in China, architectural coatings and adhesives have seen rapid growth in their usages. China's architectural paint production has risen from 563,000 tons in 2000 to 5.16 million tons in 2015, an 8-fold increase than the average annual growth rate of over 15%. The solventborne architectural coatings and adhesives, containing huge amount of VOCs, have become one of the major sources of urban VOCs pollution.

​Environment authorities of Beijing, Tianjin and Hebei have co-launched a document named as Limit Standards of Volatile Organic Compounds of Architectural Coatings and Adhesives, to be officially implemented by September 1st, 2017.

​In Beijing alone, the VOCs emissions have reached 11,000 tons by 2015, accounting for about 13% of urban non-point source pollution. Beijing Municipal Environmental Protection Bureau said that architectural coatings and adhesives used in open environment can hardly be collected. Learning from foreign experience, source control is an effective way of disposal, that is, to control the volatile organic compounds in architectural products so as to reduce the overall emissions of VOCs.
This VOCs standard has set out the strictest regulations ever on relevant industries, able to match international standards. This will have the potential to lead to the reshuffle of architectural paint industries and promote technical advancement.

In response, the Xiong'an-wide Green Industry Alliance has been established by more than 100 enterprises and scientific research institutes from Beijing, Tianjin and Hebei, aiming to upgrade product mix in architectural paint industry.

​Similar VOCs standards can also be found in other cities. Guangdong started to implement its Emission Standard of Volatile Organic Compounds for Container Manufacturing in July, 2016, allowing one year as the transition period for new projects. This July, all container manufacturing projects will have to comply with VOCs emission standards.
​Shandong province has recently approved Emission Standard of Volatile Organic Compounds Part 3: Furniture Manufacturing Industry this March, which is to be officially implemented by this September. Besides furniture-making, auto manufacturing, aluminum profile and printing industries are also in the list of its VOCs emission regulations.
