Qingdao is to establish a new area as part of an overall strategy aiming at a leading position in economic transformation on China's eastern coast. The new area is a state-level new area is an economic development zone supported by the central government of China to oversee the development and construction of zone within the city. The state-level new areas are given special preferential policies and privileges directly approved by the State Council. These special preferential policies and privileges of the state-level new areas is to encourage and attract new developments to speed up the city's economy. Recently, there are nine state-level new areas in China: Shanghai Pudong New Area, Tianjin Binhai New area, Chongqing Liangjiang New Area, Zhoushan Archipelago New Area, Lanzhou New Area, Guangzhou Nansha New Area, Xi Xian New Area (Xi’an and Xian Yang), Guian New Area (Guiyang and An Shun) and Qingdao Xihaian (West Coast) New Area. Located at the western coast of Jiaozhou Bay, Qingdao West Coast New Area covers the whole administrative area of Huangdao District, including 2,096 square kilometers land size and 5,000 square kilometers sea area. The new west coast area's comprehensive advantages regarding geographic conditions, scientific and technological talents, marine resources and as an industrial base are obvious; and the policy environment is uniquely tailored for land and sea, urban and rural integrated development. For Qingdao's development orientation as a regional center and cosmopolitan city, establishing the new area is an important measure as part of an overall strategy aiming at a leading position in economic transformation on China's eastern coast; it will also help the country as a whole to play an active role as a maritime power. According to the document, other important aspects include invention of military and civilian integration mechanisms, reformation of marine management systems and promotion of deep sea exploitation. In order to promote a sustainable and healthy development of the new district and to create a new development situation for the Shandong Peninsula Blue Economic Zone, all parties involved not only must reach a common understanding and cooperate closely, but also blaze new trails.
