Millions of Urbanized Children Unable to Register for Schools

Nearly half of the buildings in Shenzhen were built illegally with residents having difficulty in registering their children for public schools.

To apply for registration in local public schools in Shenzhen, families of school-aged children need to submit their Shenzhen "hukou" or certificates showing that the family has lived in the city for at least one year.

School-aged children living in "illegal building" now find it hard to register in public schools as sub-district offices have stopped issuing tenancy or residency certificates to people who live in illegal buildings.

Government departments are trying to come up with solutions in one month.

Some deputies from the Shenzhen Municipal People’s Congress suggested that government departments be informed before new policies come into force so problems caused by the new policies can be solved beforehand.

​Data disclosed by a political adviser in the 6th session of the municipal's CPPCC meeting suggests that millions of Children in Shenzhen are living in illegal buildings.
