The Hong Kong Link Road (HKLR) is a connection between the Main Bridge of the Hong Kong - Zhuhai - Macao Bridge (HZMB) and the Hong Kong Boundary Crossing Facilities (HKBCF). It is constructed of a dual three-lane road of about 12 kilometres (km) with the Scenic Hill section being one of Hong Kong’s largest ever infrastructure projects, involving two tunnels, viaducts, numerous at-grade road connections, a new seawall and large integrated reclamation area with associated operational facilities.

Key factors in undertaking the detail design and construction documentation of 'non engineering works' was obtaining approvals in respect of protecting existing valuable landscape resources, implementation of the requirements of the environmental permit of the EIA, introducing extensive native woodland areas onto newly reclaimed coastal land along with large scale, integrated landscape planning and development of a sustainable drainage philosophy.
