Shenzhen launched strict draft amendments to the regulations on traffic offense punishment. According to the amendment, drivers could be fined 300 yuan (US$49) for using their mobile phones while driving. In addition, driving non-motorized vehicles that don’t meet the city’s standards and illegally occupying lanes designated for motor vehicles, the penalty is raised from 200 to 500 yuan.
