Shenzhen’s transportation commission is working on a plan to unify public bicycle rental services across the city through Shenzhentong cards this year. The move aims to allow cyclists to borrow a bicycle from one district and return it in another district. After years of construction, in a move to promote low-carbon development and solve commuting problems of residents, district-level governments in Longgang, Nanshan, Futian, Pingshan and Longhua have completed their bicycle rental systems. Yet the good-will plan also drew criticism from some operators and residents. “To unify rental services, the government needs to upgrade bicycle stands and fee systems. The government should consider the cost and the actual need,” said Zhang Yuqiang, member of Shenzhen Committee of CPPCC, the city’s advisory body. “If we spend tens of millions yuan to upgrade the system and only a few cycling enthusiasts use it, is it worthwhile?” Li questioned. Li Zhupin, general manager with Shenzhen Urban Public Bicycle Rental Service Co. questioned. Li thinks it would be better to unify the payment system using Shenzhentong sooner rather than later and suggested the government improves the system by setting up more rental stations region by region.
