As the global economy increasingly focuses on cities rather than nations, rating systems are becoming increasingly important in evaluating success. But confusion abounds.

Shenzhen outranked Hong Kong in economic competitiveness once again according to the annual report by the Chinese Academy of Social Sciences (CASS) that evaluated economic performance of 289 Chinese cities.

​Shanghai, ​Taipei, Guangzhou, Tianjin, Beijing, Macao and Suzhou ranked from 3rd to 9th, while Wuxi, the tenth most competitive city for the last two years was beaten to 13th, replaced by Wuhan.

​In an index of livability, Hong Kong, Wuxi and Guangzhou took the top three, followed by Macao, Xiamen, Hangzhou, Shenzhen, Nantong, Nanjing and Shanghai.

However, in another survey of 63 jurisdictions around the world by IMD World Competitiveness Centre, Hong Kong remained as world’s most competitive economy ahead of Switzerland and Singapore. This list was based on four indicators: economic performance; government and business efficiency; and infrastructure.

​Hong Kong topped the rankings on two indicators – government and business efficiency. But Hong Kong did not fare so well in a separate ranking, also published by the institute, on the ability to adopt and explore digital technology, and success in transforming government practices, business models and society. The city was placed 11th, losing out to Singapore, Sweden and the US in the top three.

Meanwhile, the Global Urban Competitiveness Report 2017: Cities Network along the Silk Road placed Hong Kong at sixth place among the top 10 most competitive cities in the world, followed by Shanghai and Beijing. This list was presented by the National Academy of Economic Strategy of the Chinese Academy of Social Sciences, and United Nations Habitat, based on six major factors, including global connection, local demand, software environment and hardware environment.
