barry says Social media argument has been frantic this month in China, where former China Central Television anchor and investigative reporter Chai Jing raised mass public awareness of the health problems from smog when her online video documentary went ‘viral’. Citing former health minister Chen Zhu, the video claimed that an estimated half a million people died prematurely in China every year because of air pollution. Critics claimed there was no scientific evidence to support the video's link between the rising number of cases of heart disease and air pollution.

Over the past ten years in Hong Kong, the number of vehicles increased by 30% from 524 000 in 2003 to 681 000 in 2013. During the same period, the average car journey speed in urban areas dropped by about 11% from 25.6 km/h in 2003 to 22.7 km/h in 2013.
Car journey speeds on some major traffic corridors in Hong Kong, such as Des Voeux Road West, are recorded to be at or lower than 10km/h during weekday morning peak hours. This is not much faster than the average walking speed of an adult at 4 to 5 km/h. Carbon dioxide is non-toxic to humans but is a major greenhouse gas and motor vehicle emissions are an important contributor to the growth of CO2 concentrations in the atmosphere and therefore to global warming.
A statistical study in California of children with cancer under 6 years old found that living near smog results in a 5% to 11% increase in cancer risk.[10]
The London Congestion Charge is an £11.50 (Yuan 110) daily charge for driving a non-exempt vehicle within the designated charging zone between 07:00 and 18:00, Monday to Friday. Pre-booking must be made, with a penalty of between £65 and £195 levied for non-payment. Enforcement is primarily based on automatic number plate recognition (ANPR).
Payment can be made on-line in advance. There are a range of exemptions and discounts available to certain vehicles and individuals. The UK Department for Transport, estimated the costs to English urban areas in 2009, based on excess delays, accidents, poor air quality, physical inactivity, greenhouse gas emissions and noise pollution as being up to £56 billion; significantly more than was brought in by road taxes.
Oxford operated the first ‘Park and Ride’ public transport scheme in the UK, initially with an experimental service operating part-time from a motel on the A34 trunk road in the 1960s, and then on a full-time basis from 1973. Large scale adoption in other towns then continued from the 1980s with increased car ownership.
